On February 17, 2021, the Presidium of the Scientific and Technological Council under the Chairman of the Board of the Eurasian Economic Commission (EEC) held its second meeting via online videoconference. The event was chaired by Mikhail Myasnikovich, Chairman of the Board of the Eurasian Economic Commission.
The Russian Academy of Sciences was represented at the meeting by its President, Alexander Sergeev, a Full Member of the Academy, as well as by Member of the Board-Minister in Charge of Integration and Macroeconomics of the Eurasian Economic Commission, Deputy Chair of the Scientific and Technological Council and Full Member of the Russian Academy of Sciences Sergey Glazyev; Deputy President and Corresponding Member of the Russian Academy of Sciences Vladimir Ivanov; Director of the Institute of Economic Forecasting of the Russian Academy of Sciences and Corresponding Member of the Russian Academy of Sciences Alexander Shirov; Head of the International Cooperation Department of the Russian Academy of Sciences Sergey Malenko; and Director of the Institute for Economic Strategies of the Russian Academy of Sciences, Dr. Alexander Ageev.
The meeting’s agenda featured discussions of methodological issues in technological foresight for the Eurasian Economic Union (EAEU), as well as talks on holding foresight sessions as part of the second stage in the research project «Assessing the Macroeconomic Potential of Manufacturing Goods in the Eurasian Economic Union and Analysing Promising Areas for Building Added-Value Chains in Order to Increase Manufacturing Potential and Create Conditions for the Union to Make Scientific and Technological Breakthroughs. «The attendees also discussed innovation cooperation as a driver for the development of innovative space within the EAEU and the CIS under the Interstate Program of Innovative Cooperation of the Member States of the Commonwealth of Independence States until 2030. The agenda also included the Russian Foundation for Basic Research’s scientific and technological cooperation with research support organizations, setting up information exchange on fundamental and applied research plans, and the concept of the Eurasian Academic Mobility Foundation.
Addressing the audience, President of the Russian Academy of Sciences Alexander Sergeev talked about the need to analyse and use the experience gained from those technological foresights that had already been implemented, asserting that the Russian Academy of Sciences was ready to participate in organizing and holding new foresights, with due account of the changing pace of scientific and technological development and the new challenges and threats that affect the progress of both individual countries and their alliances.
Head of the International Cooperation Department of the Russian Academy of Sciences Sergey Malenko delivered a report on approaches to designing a comprehensive plan for implementing the Interstate Program of Innovative Cooperation of the Member States of the Commonwealth of Independence States until 2030.
