On August 23, 2021 a meeting was held between Alexander Sergeev, the President of the Russian Academy of Sciences (RAS) and RAS Academic and Yermek Kosherbaev, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation.
Representatives of the two countries agreed to a joint meeting with the deputy Prime Minister of Kazakhstan at the Eastern Economic Forum, which will take place in Vladivostok on September 2–4.
Alexander Sergeev and Yermek Kosherbaev discussed the experience of the Chinese system, which has significantly advanced science in China.
“In our country spending on science is only 1% of GDP. Therefore, it is still difficult for us to catch up with China. Now we are faced with the question of how to support science and develop innovation in such conditions. In this regard, it is of course necessary to develop human capital, the educational sphere, and to support creative and talented people. But here there is one more main problem: it is in no way possible to attract business to finance science. Today two thirds of science financing consists of state funds. Business accounts for only one third. Until this proportion is reversed, knowledge cannot be translated into real technologies,” the head of the RAS noted.
